Here’s another wonderful card by Christina of Card Making Magic. She never ceases to amaze me with her brilliant ideas and fantastic cards.
This video covers both how to make ruffled ribbon, and also how to make a from ribbon.
Christina actually cuts the ribbon before starting to create the ruffled ribbon. Personally, I don’t cut ribbon until necessary, and in this case I believe you could wait until you’ve finished the ruffle. (You’ll see what I mean when you’ve watched the video.)
Ribbon is one of those items that tends to have little bits here and there wasted, but can’t be used up as it’s too small. So in this instance, by not cutting it until the end, you could conceivably save quite a bit of ribbon, and therefore, as a result, save money too.

The first time I tried this, I wound the ribbon too tightly and ended up with a tight little bud. So make sure it’s tight at the bottom, but loose at the top.
